OPEC (and more importantly Saudi Arabia) couldn't increase production last summer (though they were way above their price target) even though they promised to.

Believing in ever increasing prices and revenue, they started huge construction projects, and cannot complete them due to reduced prices. At first, they were reluctant (as individual nations) to commit to any production cuts, because this hurts them individually. It benefits a single OPEC nation more if the rest of OPEC make cuts.

If I were an OPEC member, I'd be very very worried because of the Wall Street crisis. We lost 20% of its value this week--the demand for oil here in the USA is dropping constantly and OPEC will either beging selling reasonably or they'll collapse.
