My 2006 Mac Pro 1,1 w/ an ATI Radeon HD 5770 & 30" Cinema Display has a very similar problem but with more and smaller lines almost "sparkling" very quickly. I'm disappointed, but Apple never said it would work w/ my Mac Pro, but they should offer an alternative video card for the older Mac Pro's. I'll think twice when I see info saying a part works on a model that Apple says doesn't work. I also contacted Apple.
I'm pretty positive it's software/driver related and not hardware related. This card does the same thing when I put it into another older Mac Pro.
If you haven't contacted Apple to report this, please make sure you do so. It's the only way they will be made aware of the problem, because as of now it's not a priority for them to fix.
For the time being I've pulled my 5770 and I'm using another older card. I'll keep checking the 5770 with each new OS X update and hope for a fix.
I'm getting something like this on my 20 inch Cinema display hooked up to the same card, it's not as serve, but I hope it is software related and not hardware related. Do you have anymore info on this? mine happens when I play full screen videos in HD on quicktime and quick look, I also get it in the little videos on the magic mouse preferences, where they show the different hand gestures on the mouse.

This is exactly what my 5870 + 30" Apple Cinema Display looks like on my 2008 Mac Pro. How frustrating.
