I believe this song is about the Cult of Personality. Whether that be a historical French figure, Hitler, or whoever. Read into it whoever you want, it all fits. Some guy who let the group mentality build him up (He used to "rule the world"), then that same group, fickle as they are, found a new cult hero just as quickly and forgot about him (now he "sweeps the strret he used to own.").
