I don't see the "Video Playback" option when I go to my "Account" link at all..

they keep changing the way you access it.

currently its "Account" link , then on the left hand side of the screen in the list "playback settings" link .

when i watch in high quality the video pauses alot cuz its streams to slow

yes that sometimes happens to me too , it depends on your internet connection speed

i havent tried to embed a vid yet so i dont know, there is now a "watch in HD" option available also
