The English Law did not know the torture, except in cases of High Treason and only in Tower of London and on special command of the Privy Council or the Monarch.

BTW: To call Charles II a "good king" is not quite right, he was not one of the worst on the throne, even acted sometime very decent, but he neither deserved the title "good king".

@hartmut1164 It,s interesting how a king is declared good without reason. Maybe the best example "Good" John the II. (I mean the French king, the 2. Valois, son of Philippe the VI.), who was far more a catastrophe than a good leader for his nation.
