If the spokes on one side of the wheel are too tight or too short compared with the opposite side, the wheel will be lopsided.

If the wheel is not straight (side to side motion) the balance is regained by alternately tightening and loosening spokes to pull the rim back to center.

you adjust the spoke where there is a wobble. Tighten one, loosen the one next to it. Each spoke pull on one side of the wheel. tighten to pull it one way, and loosen it to move it that way more. You only adjust about a quarter to half turn at most per spoke.
