It is in a simple sense about how people think about trivial things instead of the overarching problems of poor governance . In the late 70's there was a great push for public works programs. These programs built housing projects and highways among other things.

These were controversial because not everyone benefited and 'spending our way out' didn't make sense universally, or address the root issue.
