They said to Moses that he and his God should go there and kill the people who lived there, so the jews can easily enter. But for that, they were banished for forty years. 5:20-26

The Jordanians, Egyptians and Syrians DID claim it - when they moved in the hundreds of thousands, settling on the land - and NOT purchasing it.
