This is in fact a flying boat, the hull is designed to ride on the water. Seaplanes ride on floats, the fuselage does not enter the water. Either may or may not be amphibious, that's irrelevant.

I'm guessing here but the sudden spout of water from beneath the wings on that last shot would indicate that the tanks are full? Also can't help wondering whether the pilot is frantically re-trimming as the weight rockets with the rush of water at the same time as flying within a four or five foot margin? Top marks to him.

@crk1121 Your correct. In the original version, the engines were mounted below and the darn thing couldn't take off or land because water kept getting sucked into the engines and stalling them. So they had to re-design it to the version you see here.

This plane was formerly used by Russia as a Anti-Submarine Warfare (ASW) plane. Flying boats dont have landing gear, it has landing gear, so it's not a flying boat it's a seaplane A.K.A. Amphibious Aircraft and it was adopted into many services (such as firefighting)

Definition is much simpler:

Flyboat = buoyancy mainly from its hull.

SeaPlane = buoyancy from floaters.

Catalina PBY5a has landing gear, but is still a flyingboat.

The BE200 can land on a tarmac but also on water mainly floating on its hull..thus a flyboat.

(maybe consider it a hybrid flyboat-airplane..but as a flyboat can fly, no need to mention the airplane; thus Flyboat).

As a mindbreaker what if the floaters are retractable from the fuselage (see Tiger Fish aviation and RAPT);

Flyboat or seaplane? Answer : Seaplane. as the floating condition counts and that is with floaters on legs remote from the fuselage.

Some Seaplanes have floats with retractable wheels in them , making them amphibious Seaplanes.

Some Flying boats have retractable wheeled undercarriages too , making them Amphibians .
