IM GETTING THIS TOOO!!... except this is just after a reinstall of XP, i have set nothing up diffrently (hardware/software) to before the reinstall and yet im getting this problem. Me & my dad are both at a total loss as to why this has occured when nothing diffrent has been applied. Anyone got any ideas?
I saw one topic some while ago about this problem and there were some people with ATI cards having the same problem too. Maybe they found out how to fix it.
This is really weird, the first time that i had this problem was with the patch 1.12. I posted in BIS Foruns. I thought it might had something to do with Nvidia Driver. But i saw a lot of people with ATI cards having the same problem too.
At least what SixWingedFreak said, worked here, and since than i didn't have this problem anymore.
I had this issue after I used the newest beta Nvidia drivers (174.74). I read different suggestions on the official BIS forums, but the one that worked for me, was that by default in the newest Nvidia drivers, HDR is set to "Auto" instead of "Enabled." I switched mine to enabled on the global profile level, and it fixed it entirely. Try that out.

What video card do you have? And what driver are you using?
If you have a Nvidia card try to do what "SixWingedFreak" said below.

I fixed my problem. Stunningly, it was the PSU. The card wasn't getting enough juice and it started acting up. That's also why it kept crashing.

Making a correction in my comment, it's set to "Disabled" instead of "Enabled." Either way, by default it's off, unlike the previous driver releases.

put brightness and contrast to 1.0
install new drivers, and use directx 9 from may 2008
and use patch 1.12 beta

The problem isn't just related to the brightness, the textures get all weird too.
I'm already using patch 1.12.
I did what "SixWingedFreak" said it i didn't have this problem again =)
