Of course I know PER lol. First of all, Duncan's PER is 24.8 for his career, Barkley's is 24.6, a difference of .2, which is pretty much meaningless. You also need to take into account Duncan has played 14 seasons, and Chuck played 16. If Duncan was to play two more seasons at the level he did this previous season, his PER would drop to below Sir Charles'.
