Also, the Doctor said (in Journey's End) it takes 6 people to fly the TARDIS; normally, he's the only one so he's doing the work of 6 people. Likewise, the Master and the Rani are doing the work of 6 people. All 3 of them have to ignore some non-essential steps, like turning off the brakes. That's my theory assuming what River said is why the noise isn't being made
it actually makes sense that each doctor would fail to realize that's the parking brake. just like none of the doctors could ever get the tardis to look like anything other than a police telephone box.

One of the many reasons I don't entirely like River; given that the Master and the Rani's TARDISes made that same noise in the classic series- and the Doctor's TARDIS still made the noise even when Romana was piloting it-, I think it's safe to say that the noise is NOT the result of the Doctor making such an amateurish piloting error (I think River just activated a stealth feature that the Doctor doesn't bother using regularly)
@Sursonique Actually, Romana alone definitely read the manual, so I stand by my theory that River just activated a 'stealth materialisation' method that the Doctor and other renegade Time Lords don't normally bother with because they have no real interest in remaining COMPLETELY unobserved

And they were wrong when they said you can't have a picture of a Weeping Angel. Lets just say I completly Dis-Regard the Whole 5 Series and Up.
As much as I like the new series I can't accept the "left the brakes on" explanation, I'm going to ignore that one along with the "everything about you dies when you regenerate" line from The End of Time. There are numerous instances in the series history that proves both of these ideas are rubbish.

@jokernu1fan Ah, but both can be true; just because the sound is let through when the brakes are left on doesn't mean it IS the sound of it messing up. In an attempt to reconcile this, I produce the following; leaving the brakes on allows the sound of the universe to get through. If the brakes are not on, then the sound doesn't get through. This actually makes sense, considering there isn't a physical breaking method involved (due to no disruption around the TARDIS when it lands).
@jokernu1fan Plus, it acts as a spatial teleporter while moving through time. Since it teleports, the brakes CAN'T be used to stop it spatially. Thus, brakes must be temporal in nature, to keep it from over shooting its destination. From this, we draw that the brakes, when left on too long, will produce the distinctive sound. We can also assume that most Time Lords like this sound, as most TARDIS' make the noise regardless of driver.
river's the one leaving the brakes off! she doesnt know what shes talking about. even in the old episodes whenever the timelords flew a TARDIS (whether it was the master or the rani or even a regular timelord) it made that noise. OBVIOUSLY ALL TIMELORDS LOVE THAT NOISE! as well as many Whovians. me included.

Sorry peole, but the TARDIS is supposed to make that noise. Evidence: The capsules of the Rani and the Master make the same noise (they're based on the same tech as the TARDIS) + in one of the episodes with the tenth Doctor and Martha, the Doctor explicitly mentions that he turns the brakes off. Also, Romana often argued with the Doctor concerning the operation of the TARDIS, but she never mentioned the breaks being left on, did she? I'm just going to assume that this whole scene was a joke.

River's actually kidding. The real reason for the noise the Tardis makes is explained in one of Tom Baker's episodes (I forget which one), and it's actually the sound of the Tardis' relative dimensional stabilizer.
@Rathause The Tardis has a "silent running" mode, but the Doctor forgot about it. Sometimes after a regeneration there are a few small holes in his memory.
