Easy solution here, if you don't like the HOA rules of a particular neighborhood then don't move there. The rules are given to you before you buy the house and you sign saying that you agree to the rules. These morons want to buy homes in nice neighborhoods then ignore the very rules that make it a nice place to live.
BTW my HOA allows flags in the front yard. If they didn't then I would move it to the back. Easy.
