When he says "i wanted you to succeed" is he referring to Hoffman? Or to everyone who has died?

He says it to Amanda when she is deing in Saw 3.
Everybody has this "who is the new apprentice" thing in thier head. I think Hoffman and Amanda were both supposed to carry on Johns work. Hoffman just told Jigsaw what was up with Amanda and her traps.
