It depends on where you break the tape. The higher you break it, the more stars you get. The maximum you can get from the highest point is 40.

@ShadowMario3 One time when I broke the tape at the end today I got 50 stars and a 1 up! I don't know what happened or if I was just imagining it but I think I did anyway thx for cheese bridge secret couldn't get that one!
