Surely the whole POINT of 'cap & trade' is that we can decide exactly how much we are going to emit each period, and then the market has to stick with it, because there are limited credits.Taxation is cumbersome because it needs to be constantly revised in order for industy to be incentivised to meet emission targets. Technology standards work in some situations, but if a trading scheme is up and running, then companies will have to find the most cost effective ways of reducing their CO2 anyway.
