I live in southeast Michigan and there is a shop Aggressive Performance, which specializes in turbos buick's. The owner put a turbo 3.8 in a later model Trans Am. It was nice. He also know the LT and LS series engines. As far at the Buicks, he can build you a nice 9s street/strip car or he can build you an 8s or high 7s Grand National. However for the 7 and 8s you are talking big bucks
