They changed it from using the weight after cooking to before cooking as the size/weight of a burger. So a Big Mac, and other burgers were a bit bigger before say, 1992. A Quarter-pounder used to be one quarter pound of cooked beef, now it's a lot smaller, I reckon about 3/4 the size they used to be. :(

But they always have used 'puffing' in commercials, to make them appear bigger.
