It's very hard to describe, but basically it's a cute style of anime. Some examples of anime that are moe: Kiddy Grade, Azumanga Daioh, the Melancholy of Haruhi Suzumiya (which gives a very good definition of moe), Lucky Star (where every char is moe), Real Bout High School. Some anime that aren't moe: One Piece, Ghost in the Shell, Dragonball Z, Cowboy Bebop, and most Anime older than 15 years. If you want a better definition, look it up on Wikipedia.
Yeah i remember Dragon ball Z was like that..when Vegeta first touched down. But did you notice in the Cell saga the drawing changed. Since Dbz is so old is there another way to do anime beside hand drawn and moe. Like computer wise?
Actually, practically all anime is done on the computer through a process called cel-shading. It's an animation technique that makes 3-D models look hand drawn. It was in it's infancy in the 90s, but now it's commonplace. They even use it in video games. A famous example is The Legend of Zelda: The Windwaker.

The English version was released by US Manga Corps. You can still find the DVDs if you look hard enough.
