You missed the point. Israel didn't sign the treaty with the US because it would have required them to set a border within which that treaty would apply. This would require them to either COMMIT to stopping the construction of settlements by defining the border where it is now (or tomorrow maybe?), or ADMIT that they seek a Jewish majority state that incorporates all of the old Judea (ie. No Palestine), by defining the border as they're written in the Tanakh.
