You can edit each individual frame and as long as there is a persistent image for more than 25 frames per second, the subject can even be made to look like they have smiley faces for eyes. The sad thing is that it takes a considerable amount of time to do, which means whoever did this is wasting a whole lot of time that could be spent doing something a bit more productive. What do I know though, hmm? ;)
