14 operators are for heavy equipment and cranes, 15 are small (like loader,backheos,cherrypickers etc)

It is much more that what I told you before. I gave you most important rule. !4 heavy eq., 15 small. But they have more rules. For ex. if small cherrypicker (usual 15 op.) is picking steel fo iron workers, that has to be 14 operator. I dont remember exactly rates. They also very diffrent and not just from 15 to 14. Every piece of equipment is diffrent pay.
