@dagvah not too much help, but most stable card I've played this on is the GTX 590 which is one of the most expensive cards available. Can't recommend any ATI cards though
I had the same problem with a 5750 Xvapour card, Running the game at DX9 solved it. It doesnt look as good, but at least it runs without any problems.
I've been getting this exact same problem, also with a 9800GT. Not all the time, just most of the time.... (only does this in DX10/11 mode...) sometimes all the tile textures will be scrambled, and/or menu bars and tick boxes will have a scrambled background... but works fine in DX9 mode (except not as pretty). Don't think the card is overheating - happens as soon as the game loads and the heatsink on the GPU is still cool to touch.
@rtnash420 look at the troubleshooting sticky on the steam forums for help with this; utub won't let me post the direct link, but just click on the "forums" link by Civ V in your steam library. It's the first sticky, right at the top of the page.
@spaznorcrest yea i debated geting an amd proccesor or an i7, ended up on the amd cause of price and stuff, still works great though, next improvement im looking into is 3d gaming
Out of interest, what are your specs? I experienced similar glitches and i'm just below recommended (2GB RAM instead of 4GB). I'll be upgrading to 4GB later next week.
I think I've figured out the problem though, I was using the new drivers and now, for whatever reason, the fan on the GPU isn't scaling to use, ie. it stays at 50% the entire time no matter what. So @Chobucto was right. Downloaded rivatuner which was able to control fan speed unlike nvidia's control panel which doesn't work on the 9800 gtx as far as controlling fan speed is concerned.
who can recomment me a good video card for this game, off course must be cheap... thanks for help...

get the evga gtx 460 1024 mb, not too expensive compared to high end cards and runs all my games on high and ultra, best card ive ever got

@evnejg I ended up getting a 470 superclocked. Biggest improvement to this game was a new i7 CPU though.

your card is overheating. get HWmoniter, leave it on and when it glitches alt-tab to HWmoniter to check your gpu temps.
I can't even play medium (DX10/11 mode) with the 9800gtx+ which is odd considering how I've got 4gigs of ram and a 6core cpu.
