Actually NCS, You can do quite a bit of sailing before the third dungeon

I got all of the maps, i didn't get any heart pieces (3 heart run), but I think it's possible. I got all the bomb upgrades, I got both wallets, and I'm pretty sure I had the magic upgrade. I'm not sure if you're able to do the goron trading side quest for the magic armor or not, but I know I got it sometime a little after the third dungeon.
