You can't just start putting random numbers in because then there's a chance that the random numbers don't coincide. You have to continually think about what numbers you're putting where and what it means for the rest of the puzzle. It's a lot like Sudoku. I had a friend who was in charge of the puzzles section of the Sunday news paper, and he said he'd normally take already solved puzzles, delete some number, and put it in if he was taking too long with his own.
