@ellastarful to kill the cj, you must have completed your cog disguise. To do this, you must win the lawbot a,b,c, or d office 15 times. Then, do the offices more or fight lawbots to earn jury notices. Then, if you have 100 laff or more and you have enough jury notices and a full cog disguise the doors to the lawbot cj will open to you.
