"Choli ke peechey" or "whats behind the blouse" indicates a double meaning but the answer is straight forward. she says my heart is behind the blouse and I will give to my lover. She is basically calling her lover to come and get her.
also the theme of the song in the film is a staged, moulin rouge type, extraveganza of a group of dancing courtesian's song.
