does anyone actually believe this? with our cities as underfunded as they are, how do we have the money to build these plants with "optical scanners"?

@GDplanetrockGD, even assuming that the "optical scanners" are very specialised and very expensive, they likely pay for themselves quickly given the massive amount of profitable material that goes through these MRF's.
