You seem fairly unfamiliar with Spider-Man 2099. Miguel O'Hara was a researcher at Alchemax in 2099. They wanted to artificially recreate the original Spider-Man's powers in the future, but with no success. O'Hara wants to leave Alchemax, but they'd spiked him with a drug called rapture, which only their company can provide. Long story short, while trying to rid himself of it, he uses sabotaged equipment that results in him successfully acquiring spider-abilities.

@IFreeMz im sure someone filled you in but incase i thought i would help. the "Glowing cybernetic shit" on his suit is just electrical pulses because his suit is made from UMF (unstable Molecule Fabric) this means it is impossible to rip. this is good because Spidey 2099 doesnt "stick" to walls like peter does he has talons on his toes and fingertips that he uses to climb walls and the talons kept ripping every suit he tried until he found a suit made of UMF he wore for a day of the dead party
