Those are tourists come from the undeveloped area of China, they seldom meet any foreigners, so meeting a pretty American girl when touring in Beijing is a interesting thing for them, they might be willing to take a picture with her. But it's actually not polite.
Oh yeah, those people aren't locals, they are tourists too, you can easily tell from their dialects and their yellow hats (tour group). I can't understand what they are saying, they are not speaking Mandarin but a southwestern dialect of Chinese.
The people who want to take pictures with her are from rural areas and they probably never seen a non-Chinese person before. Being Chinese myself, I had a similar experience with Germans, they all came up to me and took pictures with me, felt really odd.
This also happened to a friend of mine, they kept saying he was an actor/celebrity - whoever they are referring to I'm not sure but I'm guessing its Matt Damon (since the Bourne movies was popular at the time).
They are saying pretty basic things like "Im taking a picture too", or "I want to be in a picture too" or "its my turn now" etc.
Just tell them to fk off next time or learn "I want privacy" in Chinese.
They probably thought she was someone famous or something. And when one guy started taking pictures, the drones just followed suit in order to "not miss out" on the opportunity.
This happened to me too! I recently went with my husband to Taiwan. During our sight seeing we ran into a bus of tourists from mainland China. They all wanted to take pictures with me. They are just really curious about Americans.
As a matter of fact, chinese do love americans, it is weird but it is true, even though china has gone into several wars with america in history, but most chinese also know pretty well that america once fought side by side with china against japan during world war two. basically, chinese love everything which is big and powerful, in this case there is no better example than america that explains such state of mind.
Thats because in China, Americans are highly esteemed and well-regarded unlike anti-American sentiments in most other countries. This has to do with many reasons: 1) WWII, USA sent troops, aid, and weapons 2) Foreign investment 3) Western emulation 4) Positive recounts from Chinese Americans Chinese are especially curious and proud to take a picture with a visitor from a superior and historically good country.
This kind of thing happens all the time. My mate went to Japan once and everyone thought he was David Beckham, despite the fact that he looked nothing like him.
Maybe they thought your daughter was Britney Spears or something?
Your daughter is a very pretty american girl. That is the reason.

They think your daughter looks like a barbie doll. Barbie dolls were considered luxuries back in the 80's in China. My mother told me that.
