Boss #12 was about to say Hell. Until it realized Ness is to good of a kid to go to Hell.
With the boss dead and Ness nearing Level 40, we Paula is being held captive by the MAYOR!!!
The department store reopens after you complete the gold mine. I'm thinking you also have to give the Diamond to the Topolla Theater manager, but I haven't played in a while, so I may be wrong. The enemies here are probably among the toughest.
