Just use Wild encounter pokemon editor and you can edit which pokemon appear in which areas:

Pokemon Yellow and earlier real easy to catch.

Then the rest are pretty difficult.

Usually it's reccommended that you use it on Mesprit or Cresselia, because they're the two that can run. If you can't Pal Park one over later, then use it on Cresselia. :)

I was sooo happy when I caught Giratina. My Ho-Oh paralyzed it and then I got its HP down with a Rayquaza. My team consisted of Ho-Oh, Rayquaza, Groudon, Lugia, Snorlax, and Golduck. I also had 72 revives and 483 greatballs, XD
