    Has already been done. Bombs with a perfectly spherical outr shell, they are spun up on the airplane, and then dropped while spinning rapidly at a certain hight and velocity. Has been used to blow away dams, here the bomb needs to be really close to have an effect, and nets protect dams against torpedos. So these bombs skip over the water a few times, then hit the wall of the dam, sink down, and boom.
