This is real easy. The on duty officers on THEIR turf have the RIGHT to issue tickets. They also have the right to shoot anyone, cop or not, that reaches for a gun. They also have the right to arrest for disturbing the peace, or disobeying a lawful command, which is most likely what happened here. The off duty officer has no legal authority at that time. To my understanding the attacked officer was speeding on his way to work in an unmarked but otherwise easily recognizable police car. He was also in full uniform. The troopers pulled him over. He was fired and unsuccessfully sued. The troopers were exonerated of any wrongdoing. There was a longer video version available earlier on you tube and I googled the incident.

I just looked this up on google. Apparently ,the detective, while driving on the freeway in the town that he worked in, passed the state troopers on the right. They pulled alongside, and the detective threw his hands up in a "what did I do" gesture. They pulled him over, and for some reason, didnt believe he was a cop. This detective was hit, pepper sprayed and cuffed. Suspended from his job because of the arrest, he was later convicted of "obstruction of justice".
