You got the wrong fossil; I think Armaldo comes from teh claw fossil.

Anorith > Claw fossil

Since this is the Emerald version, you can get both fossils - the first one from that sandy tower and you could get the second one from the tunnel in the ruin maniac's house close by Fallarbour town.
