what you can do is click on the web browser and go to the properties side and find anchor, and select all four of the sides.

I also might make a tutorial on how to make an advanced web browser, and other programs with visual basic 2008/2010

To get the program to work outside of VS you need to select the build tab, above you current project, then click on build"whatever your project name is" then minimize th VS program, after that go to your documents folder under the current user and select the Visual Studio folder, then select projects, then find and click your current project, then click it again "this is not a typo", then click bin, then click release and Boom! there is your .exe file hope that works out for ya.
