The filler is to give the manga time to advance. That's why it used to take ten episodes for a five-minute planet collapse back in DBZ. The manga and anime were being made concurrently. I think Shippuuden handles the filler better than Part 1 did. At least some of the plot is relevant to the main ideas. Sora and the wind element training, the monks, the 6-tailed host, etc.
