i learnt about these they're called drop two chords. meaning that if the chords were to be played as arpeggios it's the second chordtone from the highest note that gets dropped to the bass. for example in the first chord he played it went F Bflat D G. in a arpeggio the F would be the second note from the G so it is dropped to the base. it's a good thing to learn this system for maj 7ths dom 7ths and min flat 5 as well also starting the inversions from the 5th and six strings

For the third inversion the G minor voicing B flat, F, G, D (from lowest to highest barred at the 8th fret) would be more Wes like (he used this chord a lot) and stay true the voice leading by moving stepwise. The other thing is if you were going to use G, F, B flat, D then why not just bar and when you get to the forth inversion just add the pinky on F (13th fret). Thanks!

Block chords are notes played at the same time, as opposed to arpeggiated chords where the notes are played one at a time.
