since chaplin wanted to give his character "the tramp" a universal identity, he doesn't speak a specific language, just like grantscharoff said, it's just gibberish. And he's freakin' awesome!
Unbelievable how after so many years he can still make you laugh. A real genius!

you can tell by the lip movement of course but when he spoke for the first time in his films he didn't want to do it in English.
