As jaycymru alluded to, you may want to consider upgrading your tank and removing the sharks. Goldfish require a very minimum of 10 gallons per fish (ideal recommendation is 20 for the first and 10 for each after that). They can grow up to 12 inches and live over 10 yrs when cared for properly. In a small/overstocked tank they produce a growth inhibiting hormone that stunts growth and can result in premature death. lethargic is the right word... because it's suffering from ammonia poisoning, the result of incorrect stocking level and tank size.
also, notice the top fin clamped on the smaller fish? means he's not happy....

Not surprised really, it hasn't got a large space to swim. Those are iridescent sharks in the tank, they will grow too big my friend....
