Consider this...When newborns are Footprinted,Weighed and Measured for the Birth Certificates they pin prick the baby to obtain 2 blood samples. One is test locally but both samples are sent to the Formally DHS Department of Human Services for Database Purposes. Not sure what they are called now I no longer work in The DeathCare.

I am not sure how long this has been going on but it could date back 100's of years.

Well as stereotypical as this sounds I was born in the jungle lol. I am not sure if they gave me a blood test I can ask my parents I know they gave me a hella lot of vaccines I can still remember that part.
