He shouldn't have kept going when he first hit the idiot, but he did - and he drove right over the idiot. Yes, he got up and walked away, but you don't drive off - he could have all kinds of internal injuries. Besides that, it's against the law to drive off after an accident.

Accidents where a person is hit require the driver to stop, render aid and call the emergency services. That is the same throughout the EU. Regarding the first victim, the driver must have seen him, But I would be very very willing to bet that he did not once see the second victim. That does not make it right for him to run off from hitting the first guy, but he did not see the second person who was run completely over.
