Nuclear plants do not purely exist at the behest of the free market. No company on its own has the amount of money necessary to insure and finance the contruction of a power plant.

They either require backing through government-sponsored insurance or Utility monopolies who simply tack fee increases to customers utilizing existng power sources like coal-plants(fee increases are simply a backdoor tax increase).
