It was a fiscally responsible vote needed to balance the budget - made when gas was cheap. It has nothing to do with the $4 gas we're seeing now - caused by the devalued dollar (due to Roberts' utter *lack* of fiscal responsibility), the unnecessary no-end-in-sight Iraq War which we entered based on faulty intelligence that Roberts was supposed to provide oversight of, and Roberts record of voting against incentives to develop alternative energy.
What did gas cost in 1993? 87 cents? I don't think a two penny increase in gas affected anyone. Oh wait, it did! This was part of the balanced budget amendment the house passed in '93, back when the congress and senate actually PAID THEIR BILLS. A near decade of growth followed.
