because they phelps, bolt (it's bolt, you dolt), bryant and other athletes competed in amateur contests (bryant during the olympics). the USADA has no jurisdiction over professional athletes.
in fact the MLB and the NFL -- both professional entities -- frown on blood tests because these are invasive procedures. (then again, you probably don't understand what "invasive" means.)
