with the head you have to read quest and then press e on the circle on the floor and you will cut yourself with a dagger and the head will lift off the entrance

i randomly came across this place and went inside. i came to the first puzzle and solved it by chance. on the second puzzle i just walked right up to the chain and pulled it for the bridge. i didnt have to walk on only the dragonborn tiles.
