There has to be a permit issued by CITES to transport them. Those cheetahs did not walk to the Middle East on their own to become pets. I know this because I work on illegal wildlife trafficking. Somaliland exists since the 18th of May 1991 and they have their own government. They seperated from Somalia due to the problems Somalia has.
The problem is the following : they belong to the internationally unrecognized countries.
That means, that they are seen as an so called "autonomous region of Somalia" by foreign governments. The Somaliland government works hard to change that.
I hope, that Somaliland gets the diplomatic recognition that they deserve.
