I have to disagree, if a less back-linked site actually makes the point of structuring URL, Title, Meta, first 100 words of content or so with maybe a bold or two. Those factors alone, even without IBLs will rank them as high on the same long-tail. While having tens of thousands of IBLs might allow any stray word you use to be golden, it is not practical for newer websites needing a quick boost during phase 1.
