LEGION is an AI, artificial intelligence. Just think of it as a kind of robot. You are playing as LEGION in Kane's Wrath. If you know the storyline, LEGION is actually built based on the first NOD AI, CABAL

I know who is CABAL. "By the way, missile launch detected" is one of my favorite C&C quotes. Yet still, there are thing that seem to fit in properly. In TW, in those intel things, you can read that CABAL did survive in medical computers until it was definitely destroyed.
