The refs take an extremely strict view of what constitutes a third step. ie. Kobe in #10... he only took 2.98 steps on his way to getting swatted. That remaining 0.02 makes all the difference, and the NBA refs are clearly specially trained to make that distinction. The players are just taking full value steps- not letting 1/10th of a step go to waste.
